(QNO) - A technical cooperation project for development planning on post-flood recovery and a master plan on natural disaster mitigation in Quang Nam province and Da Nang city is being carried out by the Japan International Development Cooperation Agency (JICA).
The sharing of Japanese experiences
According to a JICA representative, the project aims to increase investment in natural disaster prevention from the Vietnamese government and contribute to fundamentally reducing flood damage through analysis conduct, flood risk assessment, the establishment of an Integrated Flood Management Plan (IFMP), and a mechanism to flood control solutions based on IFMP in the Vu Gia - Thu Bon river basin in Central Vietnam.
The Vu Gia - Thu Bon river system has frequent flash and heavy floods, negatively impacting the local community and socio-economic development of Quang Nam Province.
So, flood prevention solutions are extremely important to protect human lives and the state infrastructure, prevent and reduce risks to socio-economic activities, and contribute to local socio-economic development.
The project implementation period is expected to be from March 2024 to February 2027 (36 months).
The stages consist of the installation of hydrological observation and disaster monitoring equipment, the assessment of risk and formulation of IFMP, and the promotion of cooperation mechanisms for effective implementation of flood control countermeasures.
The project is also expected to include field visits and training on typical flood control solutions in similarly problematic river basins in Japan.
Expectations from JICA’s project
JICA expressed its desire to help Quang Nam and Da Nang develop and implement IFMP for their socio-economic development, mitigate natural disaster damage, and reduce recovery and reconstruction costs after natural disasters.
Vice Chairman of the Provincial People's Committee, Ho Quang Buu, said he has high expectations for JICA’s in the Vu Gia - Thu Bon river basin and affirmed that the Quang Nam government will fully support the research team throughout the project implementation process.
The Quang Hue area is one of the locations introduced by Quang Nam for the project research.
The Quang Nam government hoped the project would be expanded to preserve forests and create livelihoods for people in the hydroelectric basin.
JICA representatives accepted suggestions from Quang Nam and affirmed that natural disaster risk management in the community must combine several solutions.
Currently, the JICA has conducted field surveys of natural disaster prevention works and flooded areas in the Vu Gia - Thu Bon river basin.
