Quang Nam - Attapeu cooperation for mutual development

(QNO) - A memorandum of understanding (MoU) on establishing the bilateral friendship and cooperation relations between two provinces of Quang Nam (Vietnam) and Attapeu (Laos) was signed on March 25, 2025. It is expected to strengthen the relationship between the two sides in all fields.

An opportunity for bilateral cooperation
Speaking at the signing ceremony of above MoU, Deputy Governor of Attapeu province Bounseuth Setthilat said Attapeu is located in Southern Laos and the Indochina triangle area, sharing borders with Vietnam and Cambodia. Until now, Appateu has established friendship and cooperation relations with 9 provinces and cities of Vietnam, including Quang Nam.
Attapeu is promoting the Vietnam - Laos trade agreement. Currently, a number of Quang Nam enterprises have invested in Attapeu, of which THACO Group is a typical example with the largest agricultural project in Laos.
Over the years, Quang Nam has cooperated with Sekong and Champasak provinces (Laos) in human resource training. More than 100 Laotian students, including those from Attapeu, have studied the Vietnamese language at Quang Nam University each year. Thereafter, Laotian students can continue to register for different majors such as English language, tourism, and technology-information at Quang Nam University.
Notably, Quang Nam will grant 20 full scholarships for officials and students from Attapeu province to study the Vietnamese language and specialised subjects at Quang Nam University.
Regarding economic cooperation, the two sides will create favorable conditions for businesses and investors on each side to learn about as well as implement cooperation activities on trade, investment, promotion, and tourism development.
Attapeu province will have preferential policies for Quang Nam enterprises, creating favorable conditions for them to transport goods through the Phu Cua international border gate in Attapeu.
Chairman of the Provincial People's Committee Le Van Dung emphasized the MoU on friendship and cooperation relations between Quang Nam and Attapeu is not only a recognition of the achievements in the cooperative relationship between the two provinces but also a foundation for the two sides to support each other and further promote the potential and strengths of each locality in the future.
Initially, the Quang Nam leader suggested the Attapeu leaders continue to create favorable conditions for THACO Group, turning THACO’s investment project into a driving force, a model, and a pioneer in investment cooperation by Quang Nam enterprises in Attapeu.
