Go up from a barren sandy area
Chu Lai Open Economic Zone (OEZ) was inherently a barren sandy area with poor infrastructure. The residents were also very poor in lives and awareness of open economic development. However, to better the locals’ lives and contribute to the provincial development, Quang Nam was determined to explore this area, build it as an OEZ as it is now.
The Chu Lai OEZ, after 13 years of development in difficulties and challenges, has gradually been confirmed as a motive force of regional and Quang Nam economic development thanks to its remarkable competitive advantages such as the transportation network connecting functional areas, to Ky Ha port, Chu Lai Airport, Da Nang - Quang Ngai high speed route. At present, there are four industrial parks (including Tam Hiep, North Chu Lai, Truong Hai and Tam Thang) whose infrastructure has been invested synchronously and occupancy rate is about 80%.
Chu Lai has created the most favorable conditions for investors’ and businesses’ operation with effective support and incentive policies such as preparing clean spaces, building essential infrastructure, supporting to train labor force, helping to advertise and introduce businesses, and reforming administrative procedures.
Regional economic promotion
In the Chu Lai OEZ, there are now 118 licensed projects with a total registered capital of over USD 2,154 million, including 87 industrial projects (25 foreign and 62 domestic ones) and 21 projects of tourism- trade- services. 74 out of these projects (with a total capital of over USD 922 million) have been put into operation, creating over 20,000 jobs, and contributing more than 75% of the total provincial revenues.
The Chu Lai OEZ has also contributed to the Quang Nam economic restructuring, playing an important role in provincial and regional economic development. It is remarkable that the Chu Lai - Truong Hai Auto Complex is part of the development of Vietnamese automobile industry, creating lots of products involved in the global value chain.
In the period of 2016-2020, the aims of the Chu Lai OEZ are to fully exploit the advantages and to build some key projects, especially the complex of electricity- gas project fueled from Blue Whale gas field, towards an electrical and gas center here.
During the process of development, Chu Lai has incessantly reformed mechanisms, policies and strategies to be more and more attractive to investors; to become a key address, an economic motivation in Central Coast Vietnam.
The Chu Lai OEZ was first approved under the Notification No. 232-TB/TW dated on July 10, 1999. On June 5, 2003, the Decision No. 108/2003/QD-TTg on the establishment of Chu Lai OEZ was issued. It is the first coastal economic zone and one of eight coastal key economic zones of Vietnam.
